Richard Bucher is a registered patent attorney whose practice focuses on intellectual property matters, including patent preparation and prosecution, patentability and infringement opinions, freedom to operate and due diligence reviews, and patent portfolio management. He has been practicing intellectual property law since graduating from law school in 2005. Mr. Bucher also has extensive experience in transactional and health care regulatory and compliance matters.

Current and Former Positions: Mr. Bucher came to TechLaw Ventures from an intellectual property law firm in Washington State specializing in patent preparation and prosecution, patentability and infringement opinions, and patent portfolio management.

Education: Mr. Bucher holds two Bachelor of Science degrees from the University of Utah, and a J.D. from Gonzaga University School of Law where he graduated magna cum laude, was an editor of the Gonzaga Journal of International Law, member of the Gonzaga University School of Law Moot Court Team, and member of the Alpha Sigma Nu National Honor Society.

With respect to his intellectual property practice, Rich has extensive experience representing clients such as Microsoft, Hewlett Packard, Saint Jude Medical, Garmin, Cypress Semiconductor, Intermountain Healthcare, and Amazon on intellectual property matters in the U.S. and abroad. Since 2010, he has been a vetted Microsoft Virtual Law Firm member. Rich’s experience includes patent preparation, prosecution, and strategic client counseling with an emphasis on software, hardware, networking technologies, satellite navigational systems, biomedical devices, semiconductor technologies, and business methods. His experience also includes drafting and negotiating agreements relating to computer-related technologies.

With respect to his health care practice, Rich has extensive regulatory and compliance experience in various areas including U.S Food and Drug Administration (FDA) regulation and enforcement, Controlled Substance Act and Drug Enforcement Agency (DEA) regulation and enforcement, Centers for Medicare & Medicaid (CMS) regulation and enforcement, HIPAA Privacy Rule requirements, Stark law, False Claims Act (FCA), 340B Drug Purchasing Program implementation and compliance, sterile compounding and manufacturing standards, best clinical practices, and development and implementation of internal policies and procedures. His experience also includes drafting and negotiating agreements relating to health care technologies and practices.

In addition to his private legal practice, Mr. Bucher co-founded and serves as the Chief Legal Officer for a pharmacy solutions company, and is an adjunct faculty member at the Southern Nevada/Roseman University of Health Services teaching law.

Admissions and Memberships: Mr. Bucher is admitted to the Utah and Washington State Bars, and is a registered patent attorney admitted to practice with the United States Patent and Trademark Office. He is also a licensed pharmacist in Utah and Washington. Mr. Bucher is a member of the Utah Bar Association, American Intellectual Property Law Association, and Utah Pharmacy Association (Board Member).
